Understanding Age Requirements
From Digital Minor to Legal Adult: What Age Categories Really Mean

As digital platforms and services interact with users of all ages, it's crucial to understand and comply with age-related requirements — especially when those requirements vary significantly across jurisdictions and contexts.
At k-ID, we simplify this challenge with a jurisdiction-aware framework that classifies users into one of these three Age Categories:
Digital Minor
Digital Youth
Legal Adult
These age classifications help ensure that access to content and features is tailored to users’ legal capacity and local laws. In this post, we’ll explain key age-related concepts, define Age Categories, and demonstrate how platforms can apply them to foster trust, safety, and compliance.
Minimum Age
The Minimum Age is the lowest age at which a user is legally or contextually permitted to access a given platform, service or feature. This varies based on the platform’s nature (e.g., gaming, social media, or adult content) and jurisdictional laws.
For example, in the gaming industry, many countries rely on voluntary rating systems to guide parental decisions. This includes:
ESRB (USA): Ratings like Everyone (0+), Teen (13+), or Mature 17+ (17+).
USK (Germany): Ratings like 0+, 12+, or 18+.
ACB (Australia): Ratings like General (0+), Mature Accompanied MA15+ (15+), or Restricted R18+ (18+).
Meeting the minimum age requirement is a starting point, but access may also depend on consent requirements, which we’ll explore next.
Digital Consent Age
The Digital Consent Age is the age at which users are legally allowed to grant themselves consent to access a platform, service or feature — without needing approval from a parent or guardian.
💡Currently, approximately two out of every three jurisdictions in the world have a Digital Consent Age.
Users below this age are referred to as Digital Minors, while those above or equal to it but below the age of adulthood are called Digital Youth.
Civil Age
The Contract Age, also known as Civil Age or Age of Adulthood, is the age at which individuals are considered legally competent to enter into a contract or agreement.
In addition to being legally allowed to grant themselves consent to access a platform or service, these individuals (usually parents or guardians) can also provide consent to others to access the platform or service.
A user who has reached the Contract Age is considered a Legal Adult.
Determining Age Categories
At k-ID, we map every user into one of the following Age Categories, based on their age and local jurisdiction: Digital Minor, Digital Youth, or Legal Adult.
The same user may fall into different Age Categories depending on their jurisdiction. Below is a snapshot of how Age Categories apply across select jurisdictions for various ages:

This table highlights the complexity of jurisdiction-specific rules. For example, a 16-year-old is a Legal Adult in Cuba — but still a Digital Minor in Thailand or the UAE, and a Digital Youth in USA, South Korea, Australia and the UK.
Gating Access to Platforms
Here’s how a platform might use Age Categories to gate access appropriately:
